The Ukrainian Business Award 2026 ranking places our boutique Flutter team alongside the country’s largest development agencies — here’s what the ranking measured, and why our result means more than a number.
In July 2026, the Ukrainian Business Award (UBA) published its ranking of the Top-10 Mobile App Development Companies in Ukraine. The analysis was prepared with the support of analytical partners Serpstat and Clarity Project and reviewed by an independent jury of business and marketing experts.
HotShots Labs made the list — and we’re proud to be there for a very specific reason: we are the only small, Flutter-focused team in the entire top-10. Every other company in the ranking is a large agency of 50+ people offering everything from web development and CRM systems to design and marketing. We do one thing: Flutter mobile development.
How the Ranking Was Built
UBA evaluated companies across a broad set of criteria rather than a single metric:
- Range of services — how many digital services each company offers beyond mobile
- Communication channels — how easy it is for clients to reach the team
- Growth dynamics — how actively the company attracted new projects over the period
- Website quality — speed, structure, mobile version, and navigation
- Client experience — quality of communication, reporting, and transparency during projects
- Market experience — years in business
- Brand awareness — branded search demand and website traffic
- Client reviews — ratings on open review platforms
- Social media presence — activity and audience engagement
- Specialized mobile services — depth of the mobile offering itself
- Jury evaluation — a holistic expert assessment across all criteria
The final top-10 included well-known names such as Lemberg Solutions, WEZOM, Stfalcon, Empat, Devlight, Cleveroad, SpdLoad, Uptech, and TRIARE — companies with decades of history, dozens of service lines, and teams of 50 to several hundred people.
And then there’s us.
What the Numbers Say About HotShots Labs
Look past the headline ranking and into the individual criteria, and a clear picture emerges of what a focused team can do:
A perfect 10/10 for client experience. UBA gave the maximum score for client experience to only a handful of companies — and HotShots Labs was one of them, ahead of several agencies many times our size. Mobile projects run for months; clients need clear reporting, fast answers, and visibility into progress. This is where a small team is a structural advantage: you talk directly to the people building your product, not to an account manager three layers away.

Where other companies spread across 11, 13, or even 28 service directions, our five services all live inside one discipline: building, designing, testing, auditing, and supporting mobile apps.
The youngest company in the top-10. At 7 years old, we’re the newest entrant on a list where the average company has been operating for 14+ years. Reaching the national top-10 in half the time is not luck — it’s what happens when you refuse to dilute your focus.
Why Focus Beats Scale
Every other company in this ranking is a generalist. That’s not a criticism — full-service agencies serve a real need. But it means that when you hire them for a mobile app, Flutter is one of many technologies their developers rotate through, and mobile is one of many revenue lines competing for their best people.
